I've been researching the same cosplay, and I've found quite a bit--for the dress, I think this pattern is perfect, just applique and add trim (the pattern in the middle, the black jumper).

For her boots, I found these, but you can search for cheaper ones, too.

Hope that helps!

I'd like to bump this thread in order to ask your opinions/advice regarding Eruka. And for goodness sakes, anyone planning to cosplay her, go buy go-go boots at a local halloween store if you can so you know they fit and then you don't pay shipping. You really won't find them cheaper online unless you're lucky on e-bay...

QUESTION:
For the polka dots on her dress, should I paint them on? Sew them on? Sew them in (try to hide the seems more)? Obviously, it's not exactly common to come across a fabric with the appropriate pattern... I'm really undecided.

I thinking of doing her for a cosplay as well, my only question is about her hat...any goof tutorials , or ideas how to make it. I don't like buying too many things for a costumes.
