If an independant blogger is interested in attending this as in observer/media status would they just go through the regular registration process?

Yes. And if you register early you'll get the cheapest rate. If you find out later that you cannot attend for some reason, the memberships are transferable.

I'm not sure if I'll be able to make it to Polaris; is the only other way to buy tickets still by PMing Sarcasm-Hime?
Is there anywhere to see a list of the price increases? I'm trying to balance paying out of my budget now for a con that doesn't happen for 3 years vs the increased cost caused by waiting.

I got the registration form for the early rate at AN, got a money order a little afterward to mail it.... but thanks to the postal strike, haven't been able to mail it yet (I should soon, though. I'm hoping to by next week). Is that still fine for the discount for registering early?

Yes, the price will probably go up in September.

KittyCanuck, there's registration info on the CC32 page.

Woot!

The is a high probability that I will be willing to sell early bird memberships at Con Bravo time permitting. ( If that HidoshiNobunaga guy doesn't have me working too hard ha-ha )

I have a question about how the competition levels at Costume Con compare to levels at say the Ad-Astra, Polaris level. Specifically, do any awards won at those conventions count towards what levels you can't compete at at Costume Con?

I think they use exactly the same system, and I was also told that most entries there are at the master level.

I have no idea how they cap their masquerade numbers or if they do online reg for them with picture submissions (to make sure your costume is complete before you are allowed to register) like some of the other cons do now.

Also there isn't just one masq, there's one for every category, like historical and horror would have their own at diff times. I think checking the website once more info is up would be best, or checking websites for other years of the con to see how it's being run.

sry i can't be more help.

I know they use the same system, my question is about if the awards from smaller, local cons count as they are a 'lower level' of competition compared to Costume Con, or if only certain awards count.

There are the same divisions (novice-journeyman-master), however most cons here are on the 'regional' level whereas Worldcon and Costume-Con are considered 'international' level, and Anime North is the only other convention with 'international' status.

So basically if you haven't won any awards at an international-level convention before, you can enter as a Novice. The Masquerade Director may recommend that you enter higher if they feel your skills are up to it, though; both Kaijugal and I entered our first international competition (Worldcon 2003) in the Journeyman division on the recommendation of the Masquerade Director.

If you've been competing at local cons for years and have been competing at regional Master level for some time, for example, you might want to start at Journeyman (there is no Artisan at the International level).

Masquerades at CC are AFAIK never capped as there has never been a need.

The Historical masquerade is usually on Sunday and covers accurate recreations of historical designs, original interpretations of historical styles, and ethnic/cultural dress.

The Sci-Fi/Fantasy masquerade is on Saturday and covers pretty much everything else; it's basically what we're used to as a normal masquerade where anything goes.

The other two competitions are the Future Fashion Show, where people send in original fashion designs before the con and anyone can create those designs, and the Single Pattern Competition where people choose between a couple of commercially-available patterns and create whatever they want with that pattern.
