The next question is how comfortable do you feel making it up as you go/frankensteining/altering existing patterns? I'm sure there's an actual gakuran pattern out there, I'm just inclined to use a pattern I already have (it's free).
So! If you happen to have a misses blouse pattern lying around already (I happen to have one from butterick (Something like this
)), you could potentially just omit the darts and add the triangle shape underneath the collar, and be basically good to go.
If you aren't comfortable frankensteining, or don't have a random pattern laying around that you can alter (since that is free), you could check out different civil war uniform patterns that you can alter for the right shape. Essentially, Rin and Yukio's uniform top is a suit jacket/gakuran sort of style, and essentially based off of a military style.

On a side note, there is a free pattern site that might have an equivalent if you want to dig through it. I don't know how easy their patterns are to follow, but I've been looking at this site for a while, here
On another side note, does anybody have any references/close-ups of the patch and button on Rin's jacket?
Edit: So I've been thinking about Rin's ears. Just in case anybody is interested, I've found this

that fit with Rin's demonic/activated version, smaller ear tips
, which would suit the more normal Rin (and other cosplays too), these ears which have an interesting shape
, which just makes me kind of think of Rin, but most likely not, larger ears
