The picture you linked didn't show up for me, but if I'm thinking correctly, you are talking about Alois' regular outfit. I would say that the vest is supposed to be striped fabric. But that might be hard to find in the right colors, so I would get a fabric in the basic color and either make strips with a contrasting fabric, ribbon, or you fabric paints and paint the lines on.
