Does malon's scarf drape on her back?

There is only one official artwork picture of adult Malon, plus the in-game renders (and her long hair covers her back). Everything else you'll find is fanart (although the Ocarina of Time manga may be helpful, as it's slightly more official).
Since there's no official way to know what her back looks like, you can take creative liberty to make it how you like best!  I don't think anyone will see it behind your hair either way.

I don't believe it actually does, but as mentioned, her hair covers it. Which, actually, leads me to believe that it doesn't go down her back at all.

In the manga it just goes around the neck. In part 2 of the OoT manga, page 14 bottom right hand shows her hair off to the side. So then it reveils the scarf around the neck just enough. And I go with the nintendo seal of quality over fan art any day.
