Vaporeon's head fins? I need to make them in two days.

So, I've got my materials, but how will I make them work? My main concern is the top one. Since it's very last minute (a friend just found a way to get to the con)), I didn't have much time to plan it. I can't use a headband for it as I just used my last one, but hair clips are fine. I just can't figure out how to make it stand up. Any ideas?

Cardboard, folded blue construction paper, aluminum... if you have snippers. But applying it to the hair not sure!

Well, what are your materials!?

If I was going to make it, I would make a hat out of blue fabric that covers your ears out of four panels, and insert a fin in each of the seams. The fins I would make out of pellum (strong interfacing) with blue and yellow fabric around them.

Make sure to reinforce the hat with a lightweight interfacing and a lining. You could sew hair clips to the inside to secure it well to your head.

You could use a metal hanger I just don't know about getting it onto the clips. If your going to wear a wig you could always sew it into the wig. You could also buy a headband and sew some of your blue fabric onto it.
