Hm I don't know any tutorials for Vegeta's hair, however this site------>http://cosplaytutorial.com/list.php has a few tutorials on how to do different kinds of spikey hair, and I believe there is a small section in there that also talks about a widow's peak

You're probably going to need some sort of foam core to keep the spikes stable. I'd try making like, the initial spike form out of poster board or something. Then paint it black and cover it with loose hair.

But I've never actually done a spiked wig, so...
costume plans?!

I am a few months late, but if you decide to remake the wig, I have a picture tutorial I made myself I put online to make my fiance's Vegeta wig. Major notes:

*My sweety has a natural widow's peak I followed
*I built the wig base and shaped it with craft foam using a "Reverse Wig tutorial" I found for another, non-DBZ character. THEN added the hair with hot glue and Elmer's white glue in both weft and loose form.

The wig spikes were made from quite a few different sized foam spikes hot-glued together along the seams. Inside of the wig is some armature wire (don't remember the gauge, but it's easy to find at home warehouse stores,) that hold the sideburns closer to the wearer's temples so they don't stick out.

When applying the hair, I carefully cut the long wig's wefts into 1" wide pieces as well as using loose hair strands (WARNING: It's messy!!). I found the easiest way to attach the wefts to the wig base was with the hot glue gun. For the loose hair strands, I would smooth Elmer's white glue onto the foam and lay the hair onto it, forming 1 thin layer. Then repeat all over the wig.

To keep the strands from flying away and help them stick together as well as the small spiky hair standing up at the nape of the neck, I used AquaNet, which I got at Wal*Mart for about $2.

There were times I tried using Elmer's spray adhesive but it was TOO MESSY and I don't recommend it.
