No not really, a person who dresses as their favortie band is just a cosplayer. A lolita is a style of clothing, like punk or goth, where you wear fluffy dresses, look doll-like, and child-like.
There is another style called Elegant Gothic Aristocrat, which is based off of victorian clothing, with a gothic touch.
Examples of Gothic Lolita is Freya from Chobits, and Lolita are Chii from Chobits. i'll find you some pics.

There's Sweet Lolita, EGL (elegant gothic lolita, which is a more grown up sweet lolita), EGA (elegant gothic aristocrat, a more mature version version of ega, the epitome of Victorian elegance really ^^), Kodona (the male version of sweet lolita, think Tarou from Plastic Tree in school boy knee short and kneesocks with peacoats and ties), British Aristocrat (male version of EGA).
Hope that was helpful ^^

I knew that gothic Lolita is a part of Japanese culture, but still I had no idea about the different kinds of Lolita. IMHO, the aristocrat and Sweet lolita is really beautiful/cute.

Bah, I personally like EGA so much more than EGL. ^^ Plus you don't see it as much as EGL. XP
Kaede - Wow, I didn't know that there were so many terms for it all. lol I thought that EGA refered to both the male and female of that style. Didn't know there was a separate term for the male style. "British Aristocrat"? *laughs a lot* That amuses me. It's kinda like a "no brainer" type of thing to call it. ^^;

I'm most familiar with EGL (Elegant Gothic Lolita). As it was said, it's mostly a style of dressing or fashion, but it's mostly based upon the story of Lolita, which is something along the lines of a man falling in love with a woman who dressed like a little girl, or a man falling in love with a little girl, or just a woman dressing like a little girl. I'm not entirely sure.
So basically, that's where the Elegant Lolita part came from.
If you have access to a Japanese bookstore, chances are, you'll be able to find the EGL Bible, a monthly (?) Japanese fashion magazine featuring numerous styles of EGL and other Lolita fashions. It features a number of designers, as well as models such as Mana (<3 him) and yeah, even Gackt sometimes. (They're not all male. In fact, they're mostly female.) Anyway, I would highly recommend the purchasing of at least one issue, especially if you're new to the style. ^^ They can be kinda pricey, though. Even moreso if you can find them at conventions, so bookstores are the way to go.
Anyway. </EGL babble> I hope I helped some. ^^;; Sorry if I'm mistaken on anything.
OH OH OH. Also, if you're intrigued by Japanese fashion, I HIGHLY recommend FRUiTS, another Japanese fashion magazine, this one focusing on bright colors and outrageous fashion trends on the streets of Japan. It's basically just random pictures of people (mostly in their late teens or early twenties) encountered by photographers. It's a lot of fun. ^^
I really am done now. =) If anyone would like EGL or FRUiTS pictures, I'm sure I could find some for you.
