How can I throw together a Mary Poppins costume?

If it's possible for the fall festival at my job this year (I'm a preschool teacher) I'd like to be Mary Poppins. The only problem is, I have a week to do it. I'm not looking for anything wonderful or fancy, but what would be the cheapest and quickest way to throw something like this together so everyone would know who I was? Thanks!

Absolutely, thrift stores.

Long dark skirt, high-necked white blouse with a brooch at the collar, if you can get a fitted dark jacket too, then great, and an umbrella. Fairly simple!
