Chii pattern help. (I know, I know..)

Okay, someone's commissioned me to make these two dresses, and I'm having trouble finding a starting point. I know I've seen some pattern somewhere that might help me out, but I can't find it at the moment.

So I just need some help with the following:
-Pattern ideas.
-How to do the red design thing on the front of Freya's dress.

Any help would be appreciated! Thank you!

I made the one on the left, the chii one. You can check my gallery to see it. I used a prom dress pattern that i think was simplicity and it had no straps or sleeves. I then cut two long rectangles and sewed it in the side seams on both the front and the back one on each side and you just kinda adjust them so they fit on your shoulders good and then you add those ruffley parts.

there's probably some thing that'd work better but I dunno.

if you need ideas this site has the cutes chii coaplay i ever seen

i would help you more but im a bit of a lost cos when it comes to cosplay talent.
