Noel Vermillion -HELP!

I want to make Noel Vermillion costume but i'm not good at sewing and patterns o.o *and my english is really terrible,but i can understand you*
Please help me! How can i make Noel's dress? I mean which pattern i must use for this costume?

And most important thing "I DON'T KNOW HOW TO DO THIS HAT!"

I'm making this cosplay too~

Hat-> get pattern for a beret (basically it's a donut shape, rectangular strip of material and a circle)

Dress->I'm piecing the dress together with the help of another one... I don't know how to make patterns :/

Guns->still thinking about this one! >3<

You made the right choice to find a tailor, at least for a project this complex. Don't get discouraged, though: information about sewing technique is readily available. I would check locally for stitchers who offer lessons, and don't give up! Sewing is a very rewarding profession and hobby
