Easiest way I suppose would be to make it yourself, either from scratch or by buying the individual pieces separately and modify them as needed. Needles may be pointy, but pretty straightforward to use.

You could probably buy the component parts if you search for them individually-
Socks: Here are a few that are close but not exact in color. You could get one pair for legs and cut the foot off another for the arm warmers (Link 1, Link 2, Link 3)
Babydoll- I've been searching "orange lingere" on ebay. Here's one result, but you may have to do more digging. You'll most likely have to sew on the white ruffle and black bow yourself.
Shoes- search for black slingbacks with a pointy toe
Ears- These seem a god match, and come in lots of colors! You'd just need to tie on an orange ribbon
Panties can be found wherever panties are sold. If you want to add the red edging I'd recommend fold-over elastic.
Not sure how you'd like to approach the cat tail, since it looks like it's literally coming out of her butt. You'd need to make a really slim harness that could be hidden under the underwear.
For the tattoo, there are many sellers on etsy who sell custom temporary tattoos, and I think there are ways to make your own as well.
Hope that helps!

I've watched the entire series twice and never once saw that outfit..Which means it's not a normal outfit for the character, which means it won't sell as well as the regular versions so they aren't made for mass production.

Or if OP has a friend who's really good at makeup, maybe they could put the tattoo on that way and seal it? But a custom temporary tat is probably a better idea.

Making tattoos out of make-up is pretty easy (my Envy uses it if you want to see an example of how it turns out). You need a printed copy of the image, liquid eyeliner in the desired colour and spray on bandage.

Basically you make a stencil of the image you want, draw it on with liquid eyeliner and use the spray on bandage to seal it. It seals pretty well and won't rub off, but it may peel. Depending on brands and how well it is applied as well as what you plan to do while wearing it, it may not last in pristine condition for a three day con, so be prepared to reapply it.

Ok, that's still not "part of the series"..It's an OVA..It's separate from the actual story and events. Normally sellers don't make the OVA outfits either because they aren't as known or bought. So my point is still valid.

Making this seems way easy though..You should be able to easily find a pattern for that top..The bottom is basically underwear, and the tattoo seems to be talked about a lot here with a lot of suggestions on how to do that.
