In need of some costume construction advise!

Hello everyone,
So my friends and I created a Cosplay & Crafts group where everyone gets together and make our own cosplays, props, wigs, and stuff. We all decided it would be fun to make a few OC/fanart cosplays for next year’s cons.

To make a long story short we made a random cosplay themes list and these are what I got:
~ Theme: Sexy
~ Type: Semi-Realistic
~ Class: Humanoid
~ Breed: Furry/Animal
~ Genre: Comedy

So I’ve recently stumbled upon an OC/fanart character picture online which I thought would fit what I got!

Now the problem is I have no clue how I’m going to make sheep outfit look semi realistic!!
I was thinking maybe find a nice fitting 1piece swim suit as a base, then finding some wool or wool like material and kind of sew it on there somehow. @.@ I guess it’s like a semi fur suit but without the fur.

I really need help in how I’m going to construct this cosplay!!! I REALLY love this idea and would love to make it come together. But I’m just stuck with out to pull it together, especially if I have to use wool or wool like material if I’ll have to dye it black or not.

Any advice or suggestions would be really helpful and greatly appreciated!

I have been looking at 3-4" shag for a long time, and I don't know how to put this any more gently... you can kiss the idea of finding 3-4" pile sheep fur goodbye.
This is a good website for seeing what particular lengths look like as fabric.

Here's an example of 3" fur... it stops looking like sheep and starts looking like wolf. It will look ragged and stringy-dirty and won't say "sheep" to the eye at all.

Aries from Fairy Tail is a humanoid sheep, you may want to check her out for ideas. In her case the clothing and her hair are like a sheep's fleece but the rest of her is human.
