A good question~
Originally we did have it at a first come first serve basis, but then we had the exact same people entering every time for about 2 years and we want to make sure that other people have an opportunity to participate. We do have repeat participants but other factors do come with their return such as completed costumes, ACTUALLY showing up and being on time, etc. But as for the standard picking process we look at a few things.
1. Costume: Is it done? Is it of quality? We are not critical but we normally don't pick something that's been pulled out of random clothes in ones closet and then claim to be a specific character, unless it's REALLY CLEVER! There are exceptions to this and we've had some very obscure and random original characters in the past, and if MidBoss was any attest to this rule, then be sure that these things do happen
2. Who else has applied: A lot of the time there may be applicants who are from similar genre's, shows, or productions. An example of our set up this year at ALA was we had Altair on the black team, and Ezio on the white team, both from the Assassin's Creed game series, to build some tension. We also had a bunch of Bleach Captains originally picked for the black team and Bleach Arrancar on the white team. These dynamics give space for lots of witty banter and character interaction along with entertaining match ups if the divine fates allow them to meet on the battlefield!
3. Diversity: We never will judge an application just because they may be from a popular show or a mainstream series, but we try to avoid having 12 narutos on one team, 4 of the same character, etc. Having a diverse cast adds to the interesting match ups to make one think how will a fight between roy mustang and Alucard play out? Or Tidus vs Sanada Yukimura. Letting the wide list of worlds collide is a huge part of it as well~
In the end we ask that you apply with whatever you see fit. There's nothing we frown against, there are no wrong choices when you apply, and everyone does get taken into consideration long as they meet the standards of the application.
I hope that helps shed some light on things and answers your question.
