Costume Contest?

This is my first con, and I've been seeing a lot of posts about costume contests there... I'd like to get in on that, but I don't know how. Do you sign up beforehand or when you get there, does it cost money, etc...

Doesn't cost money to enter, just have to be a con member (paid registration). So far no sign-up before con. Once con is on there is a form to fill out, and then a designated place/time to be with the form filled out.

Supposedly they are supposed to start craftsmanship judging this coming year - if they do so then there might be new rules. I would expect those either to be pointed out on website, or be on the forms at the con.
