Team Fortress 2 Heavy Help

My first costume is going to be The Team Fortress 2 heavy and while I'm close to getting what I need, I still keep coming back to wanting to do the proper bullet bandolier.

I was just gonna use a cheap plastic bullet belt that looks like real bullets and a guitar strap to make a bandolier, but I would rather try and be as close as I can to the character. Any ideas on what is the cheapest way they could be made? I thought about maybe just using paper that is printed to the right colors and then just sorta guess on their size in the folding part, but not sure how I go about the point of the bullet and that would end costing a good bit for ink. Or maybe like construction paper with the brown and yellow, but not quite sure about attaching them for a bandolier. Sorta just brainstorming ideas right now and could use any help given.

One other question I have is if anyone knows maybe some really cheap, but good fake food places for a "Sandvich" to carry around. I kinda found one website, but it was like 20 bucks or more for a sandwich that looked about right for it. And no, I'm not gonna just make a sandwich. I can't carry one around for three days lol

You could probably make the oversized bullets with sections of PVC pipe and some kind of paper mache, or air-dry clay or whatever to get the round shape on to.

This guy did something like that http://www.instructables.com/id/TF2-...and-Bandoleer/

The top halves of those plastic Easter eggs look like they'd make good Heavy bullet tips. I'd suggest going with those, if you can wait until shortly after Valentine's Day when they'll likely be available.

Cheap is good for the cosplay seeing as the art style of the game. As for the sandvich you could try using Eve Foam and something to cover it. It would be perfect for making a good looking sanvich if you were willing to put the time into making it.
