Stretching stretch vinyl Shoes

Sorry to spam you guys for help. I have a pair of stretch vinyl boots for my sailor mercury costume. Problem is boots only come in whole sizes a lot of the time, so I went 1/2 size smaller since I was afraid the larger size wouldn't fit around my legs snugly enough. It fits pretty much great except it's small in the toe area. How would I go about stretching out the toe area?
Is it safe to use my hair dryer to "set" the shoes so they stay stretched?

I'd suggest just wearing them in. Is the main boot JUST stretch vinyl? or it it over an actual shoe/boot form?

It's just stretch vinyl from what I can tell. I was hoping to break them in more effectively, because at this point breaking them in the old fashioned way will mean really sad feet this weekend when I'm wearing them.
If I break in my shoes before then, I'll have sore feet before I even get to the event, but my feet will be really sore if I just decide to break them in during the day of.
