so where does one start?

title says most I think.
I am completely new to the idea of steampunk costuming, tough I have loved the idea, the little trinkets and outfits for a long time already.

I have heard that people first design a character and make the costume of that?
I have up till now only done anime cosplaying, so I am not familiar with making up costumes myself, nor having to stick to time periods.

I would love to make my own outfit some time, so i was just wondering where to start..

Well I don't really have characters beyond simple themes to build an outfit around. so what do you want to dress like? Do you want a lady adventurer in a frilly dress? A scientist with lots of gadgets? A ragamuffin on the streets? A near do well with a ray gun? An airship crew member? Get the general idea of what clothes you want to wear and most of the time the rest falls in to place.

I agree with Shine-Chan that you at least need an idea of what kind of costume you would want to wear. Do you want to be girlie, aristocratic, down in the dirt, military...there's so many options out there. Once you settle on at least a vague idea of what kind of character you want to portray, then you can start figuring out what to wear. You don't need a totally fleshed out character, just an idea of what you want to be so that you get the right clothing and accessories.

ah like that
so its basically like writing a story,
you think of the main frame for a character first, and then while writing, you fill in the little details?
(at least that's how i write)

Yeah, it is sort of like writing a story. Though you don't have to go into tiny details, but having at least an idea is best.
