I don't know if you can buy that online...

But the skirt looks like you can pull off a pleated skirt. Which are very easy to do.

The shirt just gets a white collared shirt cut the sleeves off, and hem it. Black tie is easy enough to get. and there might be some tutorials for the arm warmers floating around on Cosplay.com...

Just my input on this.
Planned New Cosplay for near future (in order of listed):
Monica (Dark Cloud 2) 5% done
Eclair (Dog Days) 0% done
Nai (Karneval) 0% done

You could probably find tutorials for Miku's actual costume and just use white fabric instead. You could also probably commission it if you want it super accurate with the Aperture logo and everything.
The hairpieces could be made out of styrofoam balls from a craft store and a little paper-maché-ing, you can make boot covers for just regular boots or find thigh-high white ones...

With the Aperture logo and whatnot, Valve actually sells decal kits with that logo in both black and white:
White - http://store.valvesoftware.com/product.php?i=STKT01
Black - http://store.valvesoftware.com/product.php?i=STKT03
Planned Cosplays:

Yeah, that's it.

If this helps, even a little bit...
Here's a Miku wig that'll work perfectly.

You can actually buy that costume on eBay. Quite a few stores on there sell it.

Otherwise, just find a Miku tutorial and follow that - it's literally the same outfit.
Upcoming Cons:
Otakon 2016:
Oboro - Fire Emblem Fates
Nozomi - SMT IV Final/Apocalypse
Gunner Yuna - Final Fantasy X-2

Hehehe that's my cosplay :P I was GLaDOS last summer, exactly that version !

http://www.flickr.com/photos/mrefghi/6038633569/ here's me and my cousin,

What I did was making my own skirt ( WITH PRETTY SHITTY EXPLAINATIONS I GOT ONLINE, BUY A PATTERN, PLEASE ! lol ) with white cotton. You can find some pleated skirts patterns in your fabric store,

Then I bought a white blouse, removed the sleeves and sewn the black ribbons,

for the arm warmers, I found that tutorial : http://hilderic-theknight.deviantart...t=144#/d1kmibh

Hope this helps ! if you have any questions for that cosplay, pm me ! or contact me on my dA !
Sergeant Anker from Jęgerkorpset at your service !
