Raine's boots
I'm not certain how I'm going to make them. I'm considering buying an inexpensive pair of boots/shoes and using some sort of stiff fabric for the "winged" parts. What have other cosplayers used?

Have you tried doing boot covers? That's probably about the easiest option you'll have
