Look through the patterns from commercial manufacturers such as Simplicity, McCall's, or Butterick's. Their catalogs are online at their websites, and are fully browsable. A pattern for a standard basic women's blazer would give you the necessary base design. You will need a pattern with quite a bit of tailoring to get such a fitted look, and a pattern with this level of tailoring will certainly have a center back seam. The back of the pattern envelope will illustrate what seams are in the garment. You will most likely need to design the pleated section yourself, but you might get lucky and find something similar. This skirt is not pleated. It is a full circle or more-than-circle skirt, lightly gathered at the waist. Pleats fall in crisp, regular folds; these skirts do not do that.
As for the buttons, a simple Google search for "crystal heart button" or "clear acrylic heart button" brings up many hits.
