I haven't used patterns or looked at any lately, but a slightly modified tank top pattern and a modified skirt/mini skirt pattern might work. It really isn't a hard looking costume. Find someone who knows how to sew in your community and work with them.

basically all you need to get is two tank tops, the white one with spaghetti straps and the black one with maybe 1 inch straps. then just change the skirt a little
