Question Marceline The Vampire Queen In Steampunk! Help please!

Hello guys! well last time i cosplayed Marceline the vampire queen from adventure time for the Natsu-Con. It was fine! Now there is going to be a "Steampunk" convention and i'd like to cosplay Marceline again and i found amazing drawings of a steampunk marceline, so i am doing the costume parts but i have a problem, how can I do the boots? Here is a picture . The boots are supposed to be like metalic, but i think it would be difficult to walk and if i accidentally fall down i will hurt myself, so any idea of how can i make them? With other materials? Also how can i do that bag that she has in the back?
Thanks!

I would go with strappy heeled sandals (Which you can get on sale right now at most stores since school clothes are in).

Here's some examples of shoes:
And for the "Thigh High Parts", I would use craft foam and elastic and velcro! I would velcro the top portion, and mold the craft foam (front pieces) and glue muslin to the back, and stitch the elastic to the muslin (prior to gluing to craft foam). Glue the pieces together at the bottom and make sure there is enough give to bend between each, you could also get away with not gluing.
Some shoe style options:
