Pattern for Lucy Saxon dress?

I'm planning on cosplaying Lucy Saxon from Doctor Who, her red dress. I found a lovely breakdown of the dress via google right here for anyone that's not familiar. I found a few patterns for v-neck dresses, but nothing quite right. However, I did find this pattern:

From the looks of it if I don't make the sleeves, lengthen the skirt, and experiment a bit with the back it would be pretty similar, but I've never worked with sewing patterns. I have sewn a dress before without any pattern, so I'm fairly good at messing around with things until they work. Does this look doable?

no, the pattern is for stretch fabrics and the dress is clearly not. I'd look for a long sleeveless dress with the right neckline, get an extra yard of the fabric, then just add the details on top of the made dress. easy peasy

This will be easier to modify, and have the zipper in the right place (drop the ruffles, do it all one color instead of the black/white/pink pictured)

My issue with the pattern you linked (like basically all the patterns I found other than the one I linked to) is that Lucy's dress has kind of a unique top. It's the two overlapping pieces that are getting me. Most of the other patterns I find, including that one, is one piece.
