Cape help

I think is might be basic, but how could I construct fabric to look like this cape? What I was thinking is cut it to resemble something like a scarf, since it looks like hes wearing it around his shoulders and neck like,well a scarf (im open to alternatives). I know I could probably find a pattern for this but id like to hear some input first.

nope, not a scarf. It's a regular cape- like the kind you can pick up a pattern for in the Halloween easy section. What he has done (and is something humans have done for centuries) is he has taken the right front side & tossed it up over his left shoulder (or vice versa, I don't always get the left right thing correct).
