Can't help you with local fabric stores, sorry.
If it's a polo shirt, the easiest way would be to acquire one in the lightest color (white? you didn't link a picture of the character) and paint the other colored shapes on. Use fabric paint.
Nothing is impossible, but some things are very expensive.

My Etsy shop: http://www.etsy.com/shop/penlowe I make non-fitted custom things to ship within the continental US. I only do fitted garments for those whom I can meet in person.

I don't know any stores in the Philippines that sell the fabric since I'm not in the country, but I've done searches online in the past for the cow print fabric to make my friend a Lambo shirt and you can find it just about anywhere and most websites ship worldwide. As for the shirt itself, it's more of a button down dress shirt than a polo. It buttons all the way down and has the regular dress shirt collar. Those are pretty simple to make. If you can't find the fabric, do like Penlowe said and get a white shirt or fabric and black fabric paint and just paint the shapes on. Make sure to put something under the fabric as you paint though so that it doesn't sink through to the other side.
