Making Crackle the Dragon

Hello! This will be my first time making a "costume" like this, but I am going to make Crackle the Dragon from "My Little Pony: Friendship is Magic"

I want to make this roughly ten feet long so several people can fit under it, and I want it to be able to be broken down for easy transport. I'm figuring use of pvc and wire for the under structure is where I'll start, but any advice people can give me will be much appreciated. Thank you!
