Help with Sakura from TRC

Hello All,

I'm working on my first and second cosplays and I'm currently in the planning stages. I'm a huge CLAMP fan so I decided on two of Sakura from Tsubasa Reservoir Chronicle's outfits.

Outfit 1:

This dress looks fairly easy to make. So easy that most cosplayers that I've found who made the dress created their own patterns. I'm a beginner sewer and not confident enough to go that route. A pattern and fabric recommendation would be very helpful.

Besides the dress itself I have an idea of how to make the front plaque, gold dress straps, and the two belts. As for the rest, would it look alright if I used gold cord to make the dangling loops hanging from her belts and her necklace? And how do I attach the teardrop beads to her necklace and loops so that they will stay spaced out?

On the subject of beads I'm currently stuck between these two options for her loops:

I'm lost with the jacket. It looks like a double breasted tailcoat but I don't know where to find a pattern for one or how to achieve that square neckline. I also don't know how to make her short tie.The skirt looks like a circle skirt which I've found several patterns for so I think I can handle it. What would be a good fabric to make the jacket, skirt, and tie in? The gloves, dress shirt, and stockings should be easy to find. Lastly I'm thinking of using these for her shoes:
