Amy Cosplay Help(Suisei no Gargantia)

So I am planning to cosplay Amy from Suisei no Gargantia, but I've come across a few problems.

Amy looks like this and this.

I was just wondering how I would go about making the diamond decorations on her cloak and the pattern on her shirt collar. Also, I would like to know if anyone has any ideas on how to make her belt.

Hey there~
I'm also planning an Amy too in the near future~ I haven't started yet on the construction and am still fabric choosing but here's a tutorial on how to make a triangle pattern onto a rectangle shape on fabric which then you could sew on to her collar. (It's in the part with the belt)

Personally though, I would paint the patterns on with fabric paint because my sewing skills aren't that great.

I am planning on using fabric paint for the outer layer shirt.
..And I agree with wanderfu on the collar part.

And since you are making her costume, I have a question for you! :3
How do you go about making the holes in the shoulders for her outfit?
I keep pondering about it, but I don't want to make the openings different sizes or anything.
