So for Otakon I was planning on going as Trucy Wright from Apollo Justice. While I'm pretty sure on how to do most of the outfit, the thing that's bothering me is where to find her boots.

At first I was thinking color guard/majorette boots, since I've seen them in various high school marching bands and they look very similar.

However, most of these only come up to the mid calf, whereas Trucy's go basically up to the knee. The closest I could find with a few google searches were

but these have heels that are too high for Trucy.

There's also the other problem I'm having; even if I was to order the boots above, my little sister (who is eight and very, well, small) is planning on coming with me as the young version of Trucy. Young!Trucy wears the same boots, but I haven't been able to find them in a size that would fit my little sister.

Any help that could be given would be appreciated. I'd make boot covers but the the boots appear more rubbery than I could achieve with fabric and I'd really like to be as accurate as possible.

Her boots look like your basic rainboot.

ya.. that "heel" is just black lining on the bottom. as JasonTerror said, jut go with white rain boots
