The only ways I have seen for this are
1. Wear heels with all your costumes. If it's a costume with boots (like organization XIII) MOST people wear heeled boots.

2. The other person squats a little. This I have seen a few times.

Other then that I don't really know..

Hm okay. i was curious is there is some way to angle the camera to just make my legs look longer. they are so stubby and then i have this insanely long torso that just doesnt look proportional.

I believe views from a more up view and down view can do this. Like have the photographer stand on something. Some of them bring a step block with them for this occasion exactly. If they don't have one, try to get the picture taken by an area that has a ledge they can stand on and take the picture. As for the other view, you can ask them if they will let you stand on their box, or you can stand on a ledge yourself and then they get close to the ground and look up taking the pic. But this one you want to be careful with. If you have a skirt on you may not want this picture taken unless you know how to make it still a good pic. There are plenty of people here that have had these taken and not had that odd "uh-oh" shot that you want to avoid.

If you specifically want to make your legs look longer, a shot looking up at you can definitely help with that (is one of the best tricks for it I've seen... especially if the photographer is good at playing with depth of field). However, know that shooting up at someone is possible the /most/ unflattering way to shoot them. O.o So, it's a trade off. As for shooting from above, in my experience it doesn't make your legs look any longer/you look any taller, however it's super flattering to the body and face.

Low angle shots do two things:
1. Makes the character look more menacing or powerful.
2. Makes the character look taller.
Use low angle shots when practical.

When a low angle shot is not practical:
As you stand, extend your rearward leg out and point your toe away from the camera. That will add to the illusion of length. In a straight on shot, point the toe nearest the camera toward the camera. Again it will add to the illusion of being taller.
Heels make you look taller as well since they basically force you to stand on the balls of your feet.

Many cosplayers have fooled themselves into believing that platforms make them look taller. They do not. They just make your feet look enormous. Avoid them.

Something I did to make myself taller for a cosplay, since the character is 5"11 and I'm 5"4, is, I bought a pair of like, 3 1/2 inch tall wedges in my size, and then a pair of shoes for the cosplay in one size larger, and was able to put them on over the wedges. Then, since the cosplay calls for pants, I just wore long ones that would drape over my feet a bit so no one could see the wedges beneath. That way, they make you taller/your legs look longer but no one can tell you're wearing heels. :] I went from 5"4 to 5"9. However, this REALLY can hurt your feet. I can only wear them for like, 2-3 hours at most. But for just a photo shoot, it could work wonderfully, especially if you bring extra comfortable shoes to change into.

The way you make your clothes can make your legs look longer as well. Set the waist a little higher and such, but not in a way that looks ill-fitted.

Another bit of the "Shoot from a low angle" trick is to use a wider lens. The wider the lens, the closer you can get to the ground and to the subject (i.e. you!) and the more exaggerated the effect will be. You can go from mild to totally crazy with a fisheye or an ultrawide. Here's a somewhat outlandish example I took with a 10mm lens. I was experimenting so it's not a very flattering shot, but you get the idea.

I think if the photographer is well experienced, then you can achieve this kind of purpose. So try to find a good one when you want to take photos.
