Hi all!
I'm working on a calne ca Cosplay, with a twist on her outfit.
it's going to be a Ballgown like this,

But the skirt will be shaped like this

I am not sure how to shape the hoop skirt to get that huge, pannier-like effect. I've made a few hoops before, but nothing as big as this. It looks as if there are two contraptions under there! Any ideas?
I'm struggling with a pattern for it as well. Should I make the hoop and then "sculpt" the skirt around it? The train is also very long, and while I've made ballgowns before, I've never drafted a pattern for a train. I would LOVE some pointers.

I see... Do you know of any patterns I could use as a jumping off point? I have the simplicity one, but it's not really the right shape...

Aiming high is never a bad thing, but trying to achieve a John Galliano dress shape starting from a Simplicity pattern is a bit naive. You need historical patterns, French Louis period stuff to pull that off. If you truly want that much volume in the dress, the structure underneath needs to be a lot more substantial than todays plastic boning hoops, you need baboo slats or steel or PVC pipe, something really rigid because that much fabric will wind up weighing a lot.
Bonus to seeking out the right patterns: the train will already be worked out for you.
