Smile How do I fray this properly?

I am making a Princess Mononoke cosplay, and I need help fraying fabric in a certain way :33
So basically, she wears a plain purple dress with a flowey skirt that's frayed at the bottom, because she's a forest princess.

I picked up a few dresses at the thrift store that would work really well, but I have no idea how to mess up the bottom and tear it up, without it having strings hanging out all over the place and looking gross. I want it to look like the picture, but still not just look like I took scissors and hacked at it. Does anybody have any tips on how to make it look destroyed but 'clean'?
