The image reference looks like it's probably made in two pieces- The hood that extends down over the shoulders and the cloak itself underneath.
If you want to modify the one you linked, I would suggest measuring down to where the hood piece should end, cut the bottom portion off and reattach it an inch or so underneath the shoulder part. Or, you could leave it intact and sew a seperate shoulder portion that attaches over top from similar fabric. |

Do you mind sewing this? Simplicity 5840 would work (minus the sleeves); and McCall's 4319 (by combining capelet from View C to Cape B).

Unless the fabric you use to make the short capelet matches exactly, it's going to be really obvious that you modified a bought cape. For me, this kills the illusion one is trying to create when wearing a costume, but I may just be picky.
