Halter straps (from the front) turning into a sleeveless full-back garment (from the back) looks odd and would be tricky to pattern and sew. It -could- be done, but doesn't seem like an important enough element to be worth the trouble. The detachable sleeve puffs would be much easier to wear as short, capless sleeves. The part in the back with a bow over corset lacing looks gratuitous and busy; since the lacing looks like an ornament rather than an indication of an actual corset, I'd remove the lacing entirely.

These thoughts are based on the premise that this is a design for cosplay--meaning it's being worn just to wear and for no other purpose. If you're daydreaming about employees in an actual maid cafe to do their jobs in, there's other things to consider like functionality. More info, please.

Google "maid cafe", then look at the images. You're not going to see a lot of bare shoulders or cutout necklines, and when you do you're going to see them in outfits suggesting maid fetish rather than maid cafe. In the magical hypothetical world where this cafe happens, your magical hypothetical employees don't need a uniform suggesting they'll maid a guy's junk for tips. Please, think of the magical hypothetical employees.

The look you're aiming for is "adorably proper". That means modest and girlish. Loli-style, basically, with less poof and frill. And an apron.

Oh one more thing Mango do you think you can refer me(if you know someone) to a fashion designer who can do a sketch for free? ( doesn't have money TT^TT )

Nope. I can't do that at all.

For what it's worth, you don't need a fashion designer. Just an artist who knows how clothes parts come together.

Alright! Here is my 2 cents! Looking at both the old design and your new one. (:

So I agree with Mango that the halter into the full back is odd and impractical. In the new design I'd say the long sleeves are also impractical if you want to use this as a real uniform. Long poofy sleeves like those would get into the food and stuff.

But I think the biggest problem is that you're sketching this as a dress, yet in reality it would be a dress with an apron. Aprons, usually don't have backs so I think that's what makes it look odd. (:

Here I sketched up a way to do it with an apron and a dress. (: I know you said you didn't need me to but I figured I would anyway. (:
