For the shorts you could use really any pattern for a pair of pants and simply shorten them. Plus, then you've got a pants pattern you could use in the future.

To get the fit his shorts have, after you cut out your fabric you'd want to tack the pieces together so you can try the shorts on inside-out and adjust how they fit on you. Shorten the pants before you cut the fabric by marking where to end them on the pattern with a pencil. Leave them a little long when you cut them out so you've got some play. You should only need about a yard, yard and a half of fabric.

You'll need to use boys'/men's patterns, as they will fit differently than women's. His jacket looks a little complicated, so you may have to Frankenstein different patterns together. Good luck!

I used Simplicity 2865--Men's Frock Coat Costume--for Alois's jacket. I did have to make a few changes, but it worked well. There is also a vest pattern included that I was able to adapt for his vest as well.
