Bon Clay Swan Construction Help?

Howdy! I am going to be cosplaying as Mr. Bon Clay from One Piece, and need some help with making the swans he has on his back.

I know I'm going to use some sort of foam for the wings, but I have no idea what to do with the swans. Any ideas? I was planning on finding some plastic swans and attaching them somehow to the wings, but I can't find any swans big enough.

Any help would be appreciated since AnimeStl is coming up soon :3
