Exclamation Helmet Tubing help!

SO I'm trying to make Gumako's helemt:

So far I have found foam tubes (like the swimming ones) and a a wire to make them flexible. But it feels kind of heavy (and wobbly as I walk).

I need the helmet noodles to be sturdy for Con. Any suggestions?

I was looking into flexible cat tails. I was hoping to make something similar, but instead of flexible wire inside fabric, I would need a flexible wire inside something that resembles her noodles.

i wouldnt use pool noodles as im thinking its too heavy. id prob use clear tubing with wire and spray foam

I'd use the cat tails then paint them with slick fabric paint to change the texture & appearance.
