Question Atlantica Online: Empress Cosplay Help?

Hello, after much debate I decided to go as Empress from the game Atlantica Online for Fanime.
I have never cosplayed before to be honest, but I'm willing to give it a try.
It's quite complex for a first time cosplayer, but I do have backup just in case this doesn't work out so I'm not too worried.

These are the reference pictures:

So my main concern is... well, everything.
What fabric should I use? What patterns are there that I can choose from? Tutorials? Etc.?
I have a strong feeling that the accessories and props are going to be the end of me.
I hear making armor isn't easy...

The fabric itself doesn't need to be exact because let's face it, who has heard of Atlantica Online? As long as it looks similar, it doesn't matter.
The wig is also going to be commissioned so I am not going to worry about that now,

I have some experience in sewing so I don't think I will have a problem there.

If anyone can give me tips or tutorials for anything, especially the armor, headdress, collar, etc., it will be greatly appreciated!

I already did her Hero version it was a lot of work but totally amazing to wear it. since im not very active here,find me on facebook it will be more easier for me ,and i can give more ref photos
