Blade and Soul cosplay help.

Hello fellow cosplayers, so I am doing this cosplay and I just have a few questions about how to make certain parts.

Here is the cosplay, and the animal it comes from:

So here are the questions I have:

1. How should I get the texture on the shoes, and breastplate.

2. I was thinking of using a thin leather fabric for the wing things on the bottom but im not sure, i need a fabric that can hold its shape and acctually look like a wing but can still have some type of movement [unlike armor]

3. What should I make the armor out of? Worbla, Foam, Wonderflux, Craft Foam? [and still be able to put texture on top of it.

4. Should I try and make the blue parts on the armor glow with led lights or would that look weird?

Any help would be appreciated, this is my first cosplay and I have four months to make it so i want to get started as soon as possible, im not sure if this is in the right section......=crosses fingers=

id use a "padded" garment (so it has depth) then stitch the blue designs
(i think its called embossing)
the white bits on chest look like its multi color fabric
so screen printing or iron on design for that

for the "shoes" make some stuffed shapes (ridging) andsew that to the shoe
your basically making a textured toeless sock (or toe socks w/ blue toes)

the waist make with 3 layers
black padded top layer stitch the design using blue (the light spots are just shine/glare)
cutting layer 2/3 (the "feathers") will be rather dificult and eyestraining (make a few test pieces first)

and instead of lighting the glowy bits, using UV reactive materials/treatments
i would probably do the whole thing in pvc
