How to make a Sheep Character Head?

Not sure if I am posting in the right section here but anyway I am going to ATTEMPT to cosplay this sheep character, a Hitsuji, from the series Karneval.

Anyway I was wondering on how I could make the head part of it and how much it'll cost me to do so. This is my first time making this kind of cosplay so tips would be appreciated. Mainly I am just looking for tips on just making the main head. Thank you. :3

I think this is one of my favorite mascot head tutorials

It doesnt require fiddling with squishy shapes, meshing, etc. You'll also be able to see better out the front with the sheeps design, as it has big eyes. Buckram would be good for the eyes as you'll be able to see through them, and make the swirls.
