I use a brush-tip eyeliner pen for that kind of look. I find it easier to apply and get fine detail as opposed to a flat brush or a pencil. If you want an inexpensive liquid liner I've noticed that Nyx has fat
brush-tip liner markers, but I haven't tried theirs. If you want to splurge a little more I really like Kat von D's tattoo liner
