since it folds over the shoulder, I would use leather as a base, and work the armor over it.

I recommend looking at her website. She deals with a lot of thinner armors like the one you want. You can use either styrene or craft foam using her methods (craft foam being much simpler and cheaper)

Oh man I love this skin, and I LOVE the cowboy vibe. Not enough cowboys these days.

In any case I'd make the shoulders from expanded PVC foam (Sintra) and then the trim can be made from an acrylic extrusion. Thighs I would recommend being L200 foam (EVA) since thigh armor usually should be flexible to ensure best movement. I made that mistake for Tryndamere and I waddled everywhere. I'll post my build for some other armors, Tryndamere will be up within a week too!

To get the flexibility you want id side with the vinyl of foam style Xaevier linked
pleather is basically vinyl too
so just be sure to buy a thin pleather (about 1 mm. or less)
you can get the aged/scratched effect by texuting the foam under
id say PVC or wonderflex would be to rigid for the style you want in this case
good times to all
