Question [MLP] DJ Pon-3 Cosplay Questions

So, I saw this picture (http://www.cosplay.com/photo/3314165/) and was wondering if anyone could tell if (a) this is a gender-neutral display setup), (b) what the items used are, and (c) are there and better solutions?

a) that would be a female, but the wig length could work as gender neutral, but if u do the same thing for a male, the jacket needs to be longer to make it less feminine
b)im confused what u mean by items.... its a pleather jacket, a white body suit, a pair of white jeans, white n red converse, a pair of white ears n horns done by yaya (i believe those are her's she sells them at cons), a wig that has been streaked w the light blue (easily done w a blue wig and buying lighter extensions and sewing them in), and a headphone set painted blue
