I think it's fine as a prop, but not fine to "use" in a public space. Actually using it should be confined to a controlled skit or photoshoot - something where absolutely everyone in the vicinity knows what's going on, not just "stand back and watch". You could catch someone even if you didn't intend to just playing around or break a fragile costume part or whatever - I don't think it's worth it just out of basic consideration of others.
