Id prefer not to use cotton or velvet for my cloak as it gets VERY hot as the convention im wearing this to! If you have any suggestions please comment!

Cotton comes in a bunch of different weights and weaves; to say you don't want to use cotton is excessively broad, when there are exceedingly lightweight cottons.

What does your cloak look like? Appearance will make a big difference in terms of fabric choice. If it's a heavier sort of cloak, it'll need a different fabric than a gauzy lightweight summer cloak. In the absence of reference images or descriptions, I'd suggest looking at natural fibres, particularly cotton and/or linen -- both will breathe well, especially if you look at slightly more open weaves, and both come in a wide variety of weights that will suit a number of different styles.

Yeah, what's it's supposed to look like and how much area is it covering ?

Sometimes you can't avoid a "warm" material - sometimes a light one will just look wrong and completely different from how it's supposed to look.

Since cotton IS one of the "lighter" choices, I think this might be a case of just needing to not wear it, or wear it a different way or wear a cooling system if you think even cotton would be too hot.
