Question Painting Boots Help

I was hoping to get advice for painting some boots. I'm not sure if the example links work that I posted below (I'm new to the forum) but in case not, the boots are Pleaser knee high white go go boots. I'm not for sure but I believe they are made out of some kind of patent polyurethane, they are very shiny basically.

So I'm wondering how I'd go about painting these (not the whole thing, just details on them) and what kind of paint would I use?

Example 1

Example 2

Thanks in advance!
