Crinoline/Petticoat Help?

What type of petticoat/crinoline would i need for this sort of shape:
http://i48.tinypic.com/2hfpbit.png
(Like should I get a petticoat with two or three hoops, a train hoop, ect,)
^^See here to see what I'm talking about.

What kind should I get to achieve that shape? Any help would be appreciated! ^^'

(For those who wanna know heres the reference sheet.

Do you have a reference of the character art ?

Things like petticoats and hoops are engineering and can be accomplished multiple ways and the costume itself will determine what is the best route. You could do it with a hoop skirt with many hoops or a petticoat that is a slip and has layers at the bottom, or a combination of both.

I would prefer a character reference as well. Your drawing is... odd... to me. You seem to be combining two very incongruous elements.

Aha! That is a classic bell shape, you want a hoop for that. Not sure if you can buy bell shaped hoops outside of theatrical suppliers, most people who do this character make their own hoops. I've added a sketch of how the hoops need to be arranged in order to get that shape in a skirt.
