No, this is definitely not true. ALA ALWAYS makes room for at-con masquerade signups. I've been competing and/or judging there myself, and the masquerade director has told me that she deliberately doesn't let the show fill with online registrations.
To the OP -
I can guarantee you that there will be spots open, so please, go to the masquerade desk and sign up. If you go back to the masquerade page on the ALA site, scroll to the very bottom and you'll see a link to an at-con signup form. Just print it out, complete it, and take it with you to the con. There will probably also be copies at the masquerade desk, but it will be faster if you have the forms done in advance along with whatever audio you plan to use.
The masquerade desk will probably be located on the lower level, at a table set up about halfway down the main hallway and not too far from registration/badge pick-up. And if you have any questions, just ask the staff, they're all very helpful and on the ball. Just make sure you go sign up on Friday or before 10am on Saturday.
For reasons of show logistics, they will not accept sign-ups after that time.
