Sailor V shoulder pads

I'll start working in m Sailor V genderbend soon and after analizing the costume I noticed the shirt has a couple of shoulder pads that apparently are sewn to the shirt:

Any tutorial on how to make them?

as its drawn, it looks like you could jus sew on a couple bits of craft foam
and be good
i think basically youd have 2 football shaped pieces of foam (each) with
a thin stiff insert to keep it ridgid and retain a spoon shape underside

but personally i think it looks kinda awkward, unless its on there like armour bits
and theres more of such parts elsewere

if not, what i think id do is extend the shirt shoulder past the sleeve
and insert the shoulder pad like traditional shoulder pads

another concideration, are you going "drag" (crossplay)
or are you planning small gender based tweaks?
cause if tweaking, the pads would change shape, along with a few other things

I'm only going to replace the skirt for shorts and the shoes possibly for toms, I'll keep the rest just as it is.

If you have plastic, you could use the fabric cover that, then stick it to the shirts.
